I can see what ax11 is saying, the only defence being is that all things, including genres/tags are subjective, and open to misinterpretation/misuse. Having said that I will err on the side of caution and rope it into the larger corral of 'electronic', which can cover many evils. I think I've reviewed this once before, so second time lucky!-) As a piece of minimalistic electronic music, I like it, but I am fond of minimalism, amongst many other genres (too many to cope with sometimes), my tolerance of what may seem chaotic, pointless noise, is good enough to see such a work as being a relevant, creative expression.
This I like for the very reasons that some reviewers dislike it and talking of the difference between electro and techno, sometimes a mere sound from a synthesizer is enough for me to like an album. Take FSOL's Lifeforms, and ax11 might know what I mean, about the voice sample about drowning and the thunderous synthetic blast, makes me love the whole album and consider it one of my all time favourites, even more than the wonderful Dead Cities.
Anyway, I digress, but the point is that I like some of the sounds and combinations of sounds and rhythm add up sufficiently well for me to enjoy and like this EP. As for the neighbours, one's a dope-smoking hippy with a music system which is either off or on full volume, and the other is on night-shifts, so it's usually cans for me, though as it happens I am on speakers at the moment, so the effect is less directed into the brain as it dissipates around the attic room, which gets me out of the neighbours range thankfully. Nice work and creative, electrickery. Quite liked the smell of it actually!-)

Well, this first paraphrase is rather meant to my fellow reviewers than to the artist: Please, please do not try to "white wash" Techno productions from an imaginary bad reputation by falsely labeling them "Electro". Historically a lot of 1990's Eurodance trash was -falsely- considered to be "Techno" by an ignorant majority of people. With the renaissance of minimal Techno and IDM this is history - "Electro", however, is a completely different style, mainly represented by late 1980s "Electropop" pioneers such as Kraftwerk and some computermanic Hip-Hop renegades as Harold Faltermayer or what was these guys' name who produced "Boogie Down" or "Jam On it"?
This fine little piece of electronic, however, is Techno - with a significant dose of Acid (which gives that 303ish wobble to the basslines and makes the bleeps "fly"). It is also quite good. And it is Techno - which makes it even better. So give Techno the credit it deserves and listen to this record. Crank up the volume, let your neighbours join the party.
P.S.: The word is "scent" - not smell. You perverts... :)
Effectivement c'est de la techno. Tourne trop en boucle pour moi, question de gout. Autrement le son pulse, il est bon. Ca manque de variété,manque de mélodie. Je pense que ça va trouver son public

Not very interesting. There's some 8-bit feel to the sounds but... Nothing catches my interest. Instead, I find the chirps and glitches annoying.
